Dear Jelica
Glad to hear about your interest in sci-art. As far as I know there is only one university that offers Ph.D. courses in sci-art. You can read all about it here: http://www.utdallas.edu/admissions/graduate/degrees/detail.php?d=1641
It is in the US and I don't know whether they will give opportunity to people from other parts of the world. Science-art is an emerging field and it takes time to develop and spread to all the areas of the world. Even in India we don't see much activity in this arena.
But try to apply for the Ph.D. course in the Dallas ( Texas) university. Who knows you might get it with a little bit of effort.
